Start near the very beginning of the game with only the introductory mission completed. 35 of 40 Hidden Packages on Portland Island have been collected. The 5 packages that have not been acquired must be accessed via boat or after completing the “Blow Up Dolls” mission. The handgun, shotgun, and body armor are available at the safe house.

Portland. Vincenzo’s and Ma’s missions have been completed. Toni has around 150 shotgun shells, body armor, 350 handgun bullets, and a few other weapons. All of the Portland packages aside from the 5 that require a boat or the “Blow Up Dolls” mission have been collected.

Staunton Island just after driving Sal over the bridge. 68 out of 100 packages have been collected, unlocking the Pistol, Shotgun, Body Armor, SMG, .367, and the M4. None of the optional missions have been completed nor have any of the Staunton missions.
Note: The package in Portland that is available after destroying the building in the Blow Up Dolls mission and the one on Staunton that is unlocked after “Bringing Down the House” have not been collected.

Toni has completed Tashiko’s missions as well as the second set of Donald Love’s missions. This save has almost all of the packages collected and plenty of weapons. None of the side missions have been touched. There are only two main story missions left to do on this save.
